If it finds an external fault it should enable you to book an engineer.

I appear to be having a similar issue, broadband ordinarily at 25-30Mbps but collapses to less than 1Mbps. These collapses rectify but can take 5-30mins and occur 5-10 times a day. This issue was reported to Sky a few weeks ago who responded 'all fixed' with no other detail. Nothing has changed in my set up or vicinity of the router.
