@baxterwalker there are no guarantees on upload speed unfortunately but they are normally around 25% of the download so check if the download is above the guarantee by checking in the service checker in the My Sky app which should offer help if the download is below the guarantee for the line.
If the download is within spec you can call Sky to see of they can get Openreach to check the line but thhat is unlikely to happen for upload unless there is some other fault.
