Upgrade from old copper network

I need to upgrade from the old copper network but don’t have any mobile signal at home. Sky say they won’t upgrade me as I won’t be able to make emergency calls if the power goes down. This is the same situation I am in now so nothing would change. How can I persuade them to upgrade me?

Perhaps a new mast was activated last week and has hugely improved the local coverage...

If you fall into any category which might be regarded as vulnerable, the ISP is obliged to provide an Uninterruptible Power Supply unit.

True, but Ofcom doesn't define how this should be achieved.  Bizarrely they also still think that one-hour run-time is adequate for a UPS...

@Haves+off+again assume that is answer to my post. In that case you are currently stuck. It maybe would checking the Openreach information on your line using this checker Openreach Checker

Use your full address and if you want help,in understanding the output then podt a screen shot of the full table and first three lines of the notes after removing the reference to your address.
