Unable to access certain sites without vpn?

Hi, bit of a weird one.

Trying to access the UK government pension tracing site.

I can go to 

https://www.gov.uk/find-pension-contact-details

totally fine 

but if I then press the start button on that page it times out. (Does this on pc and iPad)

However if I enable my vpn,  it works 100% fine.

here's the link I can access with my vpn but not without it.

https://www.findpensioncontacts.service.gov.uk/public-sector

I disable my vpn and the link doesn't work,  I re enable it and it works fine.

I've reset. My Sky Q hub, still the same.  I've changed my iPads dns service from automatic and tried both 1.1.1.1 and 8.8.8.8,  still the same.

Don't understand what's stopping the link working when vpn isn't enabled?

Any  thoughts please?

@Ojustaboo  Have you tried to get a new IP, sounds like either blacklisted or you have one of Sky's Italia IPs. Might try leaving your router off for around 30 minutes to get this new IP and see if this solves your issues.

Could be skys shield program blocks certain sites.

Broadband shield was set at 18, I've tried it with it disabled and it's still the same
