What do you mean by the engineer not connecting the cable to your room?

OpenReach requires confirmation or agreement from the letting agency or the property owner

Your post is difficult to follow but it seems Openreach want confirmation from your landlord or the management company that you have their permission to have Sky/Openreach carry out work on the premises.
