I have Sky Superfast Broadband which claims average speeds of 59Mbps. I have just run a speed test and got 34.2 download and 9.65 upload. Speeds around this have been the result in regular test over the last month. I have followed Sky's steps to improve speed with no result. Does anyone have any suggestions as I am paying for a service I'm not receiving?

That's a national average which Ofcom and the ASA permits ISPs to use in advertising: it's not specific to any particular address.
You should have been advised of the Guaranteed Minimum Download Speed at your own address when you ordered the broadband service from Sky, and note that's speed delivered to the router, not from the router to a wireless device.
