Have had Superfast for a year. It generally runs at 30-40, and often drops out, as this is less than the guaranteed speed, Sky offered to free me from my contract. When I checked with other providers most could not offer any broadband, BT could only offer 1-3 and, strangest of all when I put my details independently into Sky they say broadband is not available. There is fibre to the cabinet at the end of the road about 1/4 mile from the house.

That would tend to suggest either the cabinet or local cabling is distinctly problematic.
If you put your address in here:

it may cast some light on the situation. Remove any personal details if you post an image.

Thank you,
It looks as though only business broadband is available now at any decent speed, everything else is ADSL.

That probably means the cabinet is at full capacity for FTTC connections.

Find out moreIf no other provider is currently showing as avaliable for fibre in your area then its likely, as @TimmyBGood mentioned, that your cabinet is full. This would also explain why your having speed issues and Sky have said they'd release you from contract. When a cabinet gets full it increases crosstalk which causes lines stability to drop. The best way to combat this is to reduce overall throughput. Its likely Openreach wont invest the time and money to increase cabinet capacity with FTTP on the way.
