Slow Broadband Speed

We seem to have very slow broadband speeds and we can't stream anything. Having tested the speed it'shows from 15 MBPS to about 30 MBPS for download speeds and about 5 MBPS for upload speeds. This is not we were told our speeds will be. I have run the tests several times and still gives very poor results
