As is typical with domestic ISP routers, it's not possible for a Sky Hub to host a VPN endpoint.

I understand, and is there any other solution that could help? such as replacing the hub with a different model than the one provided by Sky?

In the UK as opposed to Ireland those are DHCPv4 option 61. Asus and Netgear units do but TP-Link only do on the their modem router units so are not a goid choicecfor full fibre services..
One question if you haven't got a specific security concern why do you think you need to use a VPN at router level as opposed to on specific devices? All web traffic is encrypted using the https system and while Sky will know the IP addresses your devices are acccessing so will the VPN operatir. Personally I would trust a large UK regulated ISP just as much as a VPN owner based who knows where. VPNs have their uses but the "security" claims are somewhat superious.

the thing is that i need a vpn to use certain options like hbo max etc which my tv provider provides which stopped working after the uk left the eu. i can do it with my phone but it is very time consuming because i have to use my phone as an internet modem with every device which is battery and data eating terribly so i am looking for a solution to get around this using a wifi hub

HBO Max has never been legitimately available in the UK or RoI: nothing to do with Brexit. There's no right to access it and an ISP has no obligation to provide any such facility.
