my my broadband speed dropped from 29.5mb to 18.5mb for the last 9 days on running service checker i  see the following

 so how is 18.5mb's within the  guaranteed speed of mb's?

It isn't, but these days the 'guarantee' is only of an option to leave a minimum contract term early without penalty.  Speed isn't actually guaranteed, and it's no longer possible to claim a one month refund of the broadband subscription.

Realistically, ISPs don't have any confidence that Openreach is spending time and resources on the legacy copper network.

If you are currently within a minimum contract term then you'd need to log the speed drop with Sky and wait to see if they offer early exit.

Note that in the absence of FTTP at the address no other Openreach ISP is going to be able to offer better speed over a poor copper circuit.

It's possible that Openreach could restore the line back to its previous speed, but having a GMDS below 40Mbs indicates you are a significant distance from the cabinet which is the main limiting factor in FTTC.

Exchange proximity doesn't affect FTTC: it did for ADSL

Another possibility is that your metallic circuit is over copper-clad aluminium rather than pure copper: this was a cost-saving measure long before internet access was a thing.  

Either way, the legacy network isn't going to be improved now when ultimately it's destined for closure.

The Universal Service Obligation is for a woeful 10Mbs of data.
