Router not connecting

Hi me sister just taken now broadband and she connected it up on Friday as it says it was going live by 12 midnight but nothing happened but she thinks it had been connected up to someone else house but she tried a reset with paper clip but only gets 2 green lights but she been on phone 3 times to sky and they said it can take a day but another  advisor said it can take 72 hrs but she said she not paying if it's not working but sky said it already live but not at her home. 
Any suggestions please or should she wait 62 hours.

Has she plugged the router into the master socket?

Yes she has it into wall and gets two green lights

@Barry+25 Sky will only start to chsrge once the service is live and your sister should be due some compensation see Customer Auto-Compensation | Sky Help | Sky.com

 

However it is unlikely much will be sorted before Monday as Openreach do not work normally on domestic lines at weekends.
