Really slow speed

I got WiFi installed on Friday 2nd October. It has been really poor connection since then and I've done a few tests on my phone and it has been showing 150 download - 400 upload... which is really below what is guaranteed

The guaranteed WiFi speed (if the WiFi Max subscription supplement is on the broadband account) is 25Mbs
