Poor connection despite Sky claiming no known issues.

We're unable to connect to anything streaming, most websites, and speed tests show download speed is fluctuating between 32mb and 0.4mb. 
Sky checks via the website claim everything is working fine with no network issues yet there are numerous complaints on social media with users in my area having the same problem.

@BigB24  Are you on a 40/10 or 80/20 for your broadband for speed?

I've no idea what that means. I usually get 32mb which is the maximum possible on my line. I'm guaranteed 24mb as minimum by Sky.
