Poor broadband speed

I have Sky Broadband Superfast which advertises an average download speed of 59MB/s. My current average is 22.4, why would there be such a difference?

@NeilG64 The 59mbps average is the average for the country not every line, your line may well support less and you would have been given a minimum guaranteed speed when you signed up.
