Planning permission

My listed building requires planning permission for the attachment of a full fibre broadband box to the outside wall. Planning Portal is charging £613 for this.Can  this be correct?

I think that's a private company charging a 'service fee' to help with applications (and buying a prominent position on search result pages)

 

Directly approaching your Local Authority for Listed Building Consent (not the same thing as Planning Permission) is, I believe, free.
