If there is an outage in your area then it will be Openreacch that are tasked to fix it and usually they aim to fix such issues within a few working days.

Two working days (not weekends or Bank Holidays) starting the following working day morning is the Openreach target time to fix domestic broadband issues: they report to Ofcom that they meet this target for around 85% of faults.
