Open Reach

Hi - whilst I was on holiday an Open Reach engineer visited and spoke to a neighbour who said they were looking to install fibre, but they needed permission to dig a hole in the flower bed to get to the conduit. I'm fine with that but they left, did not leave contact details etc so I don't know what to do. 

We live in a semi-rural area and the internet is awful so we're desperate to get fibre. Should I speak to someone at Sky or does anyone know a contact number at OpenReach as they seem impossible to source.

Openreach is not a public facing company: their clients are the ISPs.
