Not getting speeds

I am supposed to get mine of 100 download speed and the max I get is 89. I have spoken to sky multiple times and everytime I get a different answer/excuse/reason for it. I'm now being told that if I get the full download speed when ALL of my devices are off then they have meet there side of the contract? 

Is that right? How can that be? Pay for a speed that decreases each device that's connected? 

Can anyone suggest what to do next? Thank you in advance for your help

@Louise239 the guarantee is the connection speed to the hub and is determined by the regular speed test which are reported in the Service Checker in the My Sky app see here for more https://www.sky.com/help/articles/broadband-speeds-explained

 

Pretty obviously if you have multiple devices using the connection at any one time they are sharing the bandwidth so each cannot access the full amount. If you have a black Sky hub if you post your hub's connection stats forum members can tell you more see Sky Hub statisticsn
