Not getting guaranteed speed

I am meant to be getting a guaranteed minimum of 400mb speed but I am currently getting 80mb on speed checker and the connection to devices is very poor regardless of speed. Router has been reset and numerous occasions but still having issues.

What speeds do you get when connecting the router too a device via Ethernet ?
