After a couple of powercuts due to bad weather, our router no has no voice light at all. All of the other lights are green but the voice light is completely off for the last 24 hours, leaving us with no internet.

If you have and it is still the same the the first thing to check is this link to see if there are any outages in your area:

If there isn't try running the line test here:
https://www.sky.com/help/articles/broadband-diagnostic-start
You can also run the test via the MySky app on a mobile data connection.
After this has finished and if it reports back all is good click on broadband to run an updated test. If you get amber or red please follow the on screen instructions.

I have tried these tests multiple times throughout the day, restarting the router and leaving the router off for a while all did not work and the voice light still remains off and all devices are able to "connect without internet"

It's having a fault in the external internet connection which causes the voice light to be off.
