Not necessarily: the 2019 Sky Broadband Hub is compatible with FTTP, and it appears that Sky is only swapping these out for a 2023 Max Hub when the customer chooses to add the WiFi Max subscription supplement.
The 2025 Gigafast+ Hub only goes to Sky Broadband customers on CityFibre circuits.
