Network signals for Home CCTV

We've recently had CCTV fitted. When the engineer tried to connect the ethernet cable we discovered that two of the ports (hope thats the right word) were dead. He was able to prove this by swapping the cable with the computer one. I rang Sky and a new hub was delivered the following day. The engineer returned because he wanted to check all was ok with the installation. There were still issues so he ran a maintenance program on the CCTV. He said it appears to be a problem with the broadband connection as the signals being sent and received are sporadic and dropping off completely at times. I've tried to attach photos showing the screens but it keeps rejecting them saying its unable to save image. Bear in mind I'm not a technical person but he did say that 'send' signal sometimes reached over 4500kps with the 'receive' rarely reaching 100kps. He suggested we contact Sky about this. Hope all that makes sense. Any help and advice greatly appreciated.

@pdunny sounds like a configuration issue with the Ethernet port on the CCTV system. While in very rare cases a hub's Ethernet ports can fail to have two such units is incredibly unlikely.. It could be a firewall issue as some CCTV systems do need a firewall port to be opened and forwarded to the device's IP address so the external server can contact your system to initiate acdownload but one would hope an engineer would know if their system required it. You may also ,point out that the white sky hubs have UPnP defaulting to off which also could stop data if that is assumed to be on. See UPnP set up
