Is that the voice light?
Where does the phone normally plug into . The mastersocket or the back of the hub?

If your exchange area isn't currently provisioning SOGEA broadband then it won't.
Are you trying to get voice telephony working? Did you previously use a telephone handset plugged into a wall socket?

sky router has 4 light but on first 3 are on

The 4th LED is used to indicate the VOIP function and only if you are signed up for this with SKY.
If this is a new installation it will take up to 24hrs before it can be active. If you are signed up for this then your landline phone will need to be connected to the rear of the router in the telephone connection.
If not using then the landline phone is connected as normal to the telephone point of your master socket.
