I am moving into new house on 16 Feb which is earlier than the broadband live date on 19 Feb. Can I get sky to activate my broadband earlier ?? Or what else can be done ??

Usually the date you are given is the earliest one possible but there is nothing from stopping you from calling Sky to see if it can be moved a few days ealier.
