Quite possibly, but they probably weren't doing anything else online at the same time.
4Mbs will support one non-UHD stream (possibly at something approaching HD for a variable bitrate service) : that still doesn't make the connection anything other than very poor, and the extremely limited outbound speed should be seriously considered if you hope to do any video conferencing.
