Lower than guaranteed speeds

In My Sky app note saying I have had lower than guaranteed speeds for more than 3 days in a row. Also it says there is a problem

@Old+Off+Licence Quicest for you is to call sky, 150 on your landline or sky mobile, let them take a look and say why!
