Low speed

I pay for 500mbs and I'm getting 19mbs how is this possible ? Guaranteed 400mbs is a lie because im bearly getting 20mbs, this is also with an Ethernet cable and I'm still just getting 19mbs I want this resolved because ur not keeping ur end of the deal
