Internet Speed Issues

Had an ongoing issue now for months. Internet speed will drop for no apparent reason to 1mbps or below. We have had engineers out, a new router, tried every single troubleshooting step that people have told us, yet the problem persists. What is increasingly frustrating is that when you look at the apparent speed we are getting, it all looks fine according to skys own checker. It is very obviously not fine. 

Whenever I go on skys website and force it to run a check, and then go through all the troubleshooting steps on the webchat (not actually doing them, just clicking through as I have tried them all many times before to no avail) the speed issues mysteriously fixes itself for awhile, despite no actual fixes having been done. I thought this was a coincidence at first, and it happened that whatever the issue was, had sorted itself out, but it has happened too many times now to be a coincidence. 

Would love an explanation as to why this is happening, because the only explanation right now that makes sense to me, is the speed being throttled. The speed difference is drastic, it will go from 1mbps to 36mbps, exactly as I finish clicking through the troubleshooting steps.
