I have left EE to come to sky and sky said they would pay my cancellation fee with EE

Unfortunately that's a frequent misunderstanding.
The customer pays any early exit fee owing to their previous ISP, and Sky credits the new customer Sky account with up to £200 for broadband and up to £100 for subscription television.
