How to actually log a ticket for faulty equipment

Having had issues with router dropping offline fairly regularly, i want to speak to somoeone or log a ticker, however all health checks come back fine online and the trail goes cold at this point. How do i actually speak to someone about the hardware and having it checked / changed?
