How do i talk to a sky engineer about a bad repair

My broadband is running slow less then 3 mps sky sent an engineer out to fix the external fault 2 weeks ago . Within those 14 days the fault has returned . I have phoned up to complain but it seems the person I talk has no contact with the outside world in other words no manager or an engineering department .

The Customer Service is staffed by agents not engineers and there is no direct route to one. The managers in Customer Services are not normally customer facing. The agent will be able to arrange another engineer visit if required.
