How can I report slow broadband speed

I have just joined sky who say I should get 8.3 - 9.2 Mbps, I am doing speed tests all the time and they show 1.3 - 4.3 Mbps

how do I report this without spending ages on the phone? I as told when I signed up that there was a messaging service but I have yet to find one!
