Do you mean going broadband only without a call package?

Sky is not a WISP.  All their broadband products require a physical cable into the subscription address: either copper (ADSL/FTTC/G.fast) or fibre-optic (FTTC), and some proportion of the monthly cost paid by a subscriber to Sky is used by them to rent this connection from a wholesaler such as Openreach.  As @cookiemonsteruk indicates it is possible to have Sky Broadband with Sky Talk on only a PAYG call bundle, but that's different.
