High Ping and Packet Loss (Intermittent )

Over the last while I've been having huge (ping) latency spikes and packet loss, with my Sky (ADSL) broadband. 

When it's working okay it's usually about 20-30ms pinging google, but then at random periods it drops/becomes unstable (large pings, packet loss), making things unusable. Turning the router off for a period sometimes helps, but not always. 

This isn't a WIFI issue - if I ping directly from the router I get the same result (see below router diagnostics screenshot taken earlier today). And it's been happening for several months, just today has been particularly bad which pushed me to investigate. 

Has anyone seen similar or have any ideas? It's been happening for a quite a few months now, but seems to be worse lately.

I forgot to say, when this happens, the hub still shows as connected all the lights as per normal etc.

Basically it's just extreme latency
