In context of the forum it usually means you've tried to post the same post more than once

If you are talking about a router, then the firewall has temporarily blocked a particular address because it is flooding you with traffic and possibly going to crash the router. This is most likely to be a fault but it could possibly be a deliberate Denial of Service attack.
