Fibre installation cancelled by Sky

Fibre is being installed where I live by Openreach. One of their engineers told me tat as we are in a semi-detached they would run a cable in my next door neighbours garden and after he's up and running they would run a cable from his  through the dividing fence and drill it into my front wall. My neighbour has been connected to Fibre and I'm still waiting. I have just received a message from Sky saying they have cancelled my order because Openreach have not received any permission!

How do I deal with this please?

You will need to Sky as usually you would have been sent a permission to work form that you fill in and return to Openreach so if yiou haven't been sent this by them then you will need to inform Sky of this.

Is it not (perhaps) more likely that the neighbor refused permission to take a spur off their box?

I'd note that's not a typical optical cable topology (which is fundamentally different to copper)

Thanks for your kind responses.

I've never received any forms to fill in regarding any permissions. Openreach say to request Sky to escalate the problem.

I'm wondering whether the fact my home is Leasehold that is causing the problem
