Fibre cable vandalism

The cable that goes from inside my house to outside along the wall down an alleyway is only 4 foot off the ground and has been ripped off the wall my broadband has been acting up and it's a potential choking hazard to public

Have you reported this to Sky so they can inform Openreach or Cityfibre ?

I tried the chat help but it won't connect me to a human I can't call them as I'm deaf 😂 is there another way of sorting the issue out. Thanks
