Unfortunately without an ONT there's no way to get an FTTP connection to work: previous occupants may have (mistakenly) taken it away with them when they moved out.
You'll need to log this as a fault with Sky for replacement by Openreach.

@TimmyBGood it'd take an effort to accidentally take the ONT. If it's like ours, it'll be screwed to the wall quite securely with various wires going in and out

People do though: it's the topic of repeated posts in this forum.
The newest model has a permanent printed label advising users the unit should be left in place when moving out, so it happens often enough for Openreach to feel that's necessary.

Many people have no idea how their "WiFi" works and when told they need to take the hub grab everything others take anything even if it is screwed down just take a look at the listings for ONTs on aBay.

It's not actually difficult to remove an ONT from a wall: the first units to be deployed had an external enclosure which was reasonably secured, but later ones just slip on and off a pair of screws (which together with the green fibre jack is the clue it was once there ; )
