They don't have to. The Sky Speed 'Guarantee' is actually a guarantee of a one month refund and the option to leave the contract early without penalty if Openreach (or their equivalent in RoI) cannot improve the circuit to the address. If you are on a problematic FTTC connection then only moving to FTTP is a solution, and that's dependent on the national rollout reaching your area.
