Device-specific broadband problems

Has anyone had their broadband speed throttled while using one device, when others are fine? I started using a Windows 11 PC several months ago and find that every few days the connection is throttled back to only 1-3 MBPS. Other devices are connecting fine (I have  Linux and a Windows 7 laptops and I also check with my phone). This usually lasts only a day and it is then back to normal, though today (October 18) it's gone into a second day.

Rogue programs on a PC can account for this, but I have checked using AVG and also monitor bandwidth use from the device with Glasswire. And of course I have checked the Task Manager for network usage.  I can't identify a culprit. It also doesn't seem to be the Windows updates though I know some people do have trouble with that. It is important to stress that this problem is intermittent; if the PC itself was the culprit, I think it would me more frequent. Is it possible that Sky or one of its subcontractors are throttling devices of a specific type?

@mikerobbins The answer would be NO, sky do not target specific devices, if One your laptop is working then the others should be unless those devices have a specific which would be more likely and they should be looked at!
