@SeanSelcraig no isp will guarantee continous connectivity as even if there are no faults systems need to be maintained and updated. Loss of connection multiple times per day on partial fibre lines is not automatically considered a fault by Openreach as there are automatic systems used to manage the connection. Full fibre is more reliable where that is available which is why partial fibre is being replaced. However it is worth reporting the issue to Sky as they have data from the hub which can diagnose issues.
In practice it is rarely a router issue especially if you have a partial fibre connection especially if your copper line to the cabinet is long and runs overhead. A faulty hub is normally indicated by the unit rebooting on its own.
