Connectivity Issue https://ociservices.gov.in
I am writing to report a persistent connectivity issue affecting secure access to a specific government website. Despite my home Wi‑Fi functioning normally for all other services, my Windows laptop cannot establish a connection to the server at 164.100.163.52 on port 443.
Below are the diagnostic results from Windows PowerShell:
Test-NetConnection 164.100.163.52 -Port 443
- TCP connection failed
- Ping failed (TimedOut)
- TcpTestSucceeded: False
- PingSucceeded: False
Key observations:
- My iPhone connects to the same website successfully on the same Wi‑Fi.
- My neighbour’s laptop works on their Wi‑Fi but fails on mine.
- My laptop fails on both my Wi‑Fi and my neighbour’s Wi‑Fi.
This pattern suggests that the Sky router may be blocking or failing to route traffic to this specific IP address over HTTPS.
I kindly request that your network team investigate whether any filtering, routing rules, or upstream blocks are affecting access to 164.100.163.52 on port 443.
