Can I limit bandwidth for certain devices

I find that my Teams calls freeze for several seconds, fairly often. I suspect that child 1's laptop is doing something that temporarily overwhelms the broadband connection. Two questions spring to mind:

Is there any way for me to look back over the last e.g. 1 hour and see which devices consumed how much bandwidth and when?

Is there any way for me to control the share of bandwidth which a given device can consume?

Thanks,

Mark
