Broadband refund

My broadband speed is permanently below the minimum guarantee. How do i get a refund and what are my options for fixing thus. Tried contacting sky but get ignored on on line chat

There is no refund that is available for speed issues so what is available is explained here with contacts options at the bottom of the page:
