@JamieT73 not disputing the slow connection but the one thing thst is certain the cause is not throttling ie deliberate reduction of bandwidth. Instead the cause could be either poor wifi in your home or a line fault which needs fixing. 

You can check the connection speed to your home by running the service checker in the My Sky app which wil show you the spedd your hub was tested to be connecting at if thst is below the guaranteed speed for your line it should offer to book an engineer to check the connection. If that is OK your issue is likely to be poorcwifi coverage in your home which isnt something Sky can directly control.
