Broadband Speed

According to the various broadband speed check websites including Openreach the speed that I should expect to see at my house is 1600Mb. So I upgraded my speed to the fastest that Sky provide and I can only get around 600 -700Mb
Really in this day and age providers should be able to deliver the speed that they say and not provide the lower guarantee speed
Below is an extract from the email from Sky when placing my order:

Download speeds: Normally Available: 930.0Mbps; Max: 930.0Mbps; Min: 780.0Mbps
As you can see it says min 780Mb but when checking using the sky service checker it now says my minimum guarantee speed is 600Mb - why?
I pay for a service which I expect to be provided with.
