Brandboard doesn't work

A technician has been to my house trying to fix something but the internet continues if very poor quality or not at all , for several weeks now it has not even been possible to turn on netflix , Internet speed is max 5

All the internet repair steps have been done , today there was a technician fixed , when he came out maybe 20 minutes and it's not working again . Throughout March it has been the same problem paying £40 a month for a service I don't have with an embarrassing even data transfer ....
