Anyone Else Getting One Tenth of the Promised Speed?

I recently subscribed to Sky Full Fibre 500, with a minimum of 400MBPS download speed. In practice, my normal speed, day after day, is between 36MBPS (sometimes even lower) and 49MBPS, even when my device is RIGHT IN FRONT of the router. Is it possible Sky has sent me the wrong router? Is it possible that Sky is diverting the majority of my bandwidth to the general public on the street outside? All I know is that I'm not getting it...

The 400Mbs 'minimum' is speed delivered as far as the Hub over optical fibre and ethernet cable, not on WiFi from it.

The 'WiFi Guarantee' (if the account has the WiFi Max subscription supplement) is for a distinctly underwhelming 25Mbs 

The appropriate router is either a black Sky Broadband Hub or a white Max Hub.  In the UK the Gigafast+ Hub only goes to Sky Broadband customers provisioned on the CityFibre network.

Like all domestic broadband, the wholesale broadband connection is contended ('shared', not 'diverted') locally.
