The law says you need to be covered by a TV Licence to:

• watch or record programmes as they’re being shown on TV, on any channel
• watch or stream programmes live on an online TV service (such as ITV Hub, All 4, YouTube, Amazon Prime Video, Now TV, Sky Go, etc.)

Weirdly, that suggests it will need a licence even more irrefutably than when 'broadcast', as it meets both criteria...

I'd say the licensing rules would include watching 5mins after the start as in the first statement includes "recording" live programmes which you would need to do to watch 5mins in. And it also covers bbciplayer use explicitly. It also includes TV from any internet source.

I guess I'm trying to get my mind around the difference between:

•  A live programme recorded to the Sky cloud and then downloaded to view.
• The catchup version downloaded from Sky servers.

The first needs a TV licence, and the second doesn't.

Almost as if a revenue-raising model designed to avoid using direct taxation to fund a single-channel national radio service nearly 100 years ago might not be entirely fit for purpose now ; )

Just try and convince anyone that you are only doing the second option.

Most often when you just turn the box on you get a live programme if only for seconds, that is enough to need a licence.

I suppose you could disconnect the satellite lead but even that would not work as after a while the box would no longer work.

Licensing also states

"Do I need a TV Licence to watch or record repeats?

Yes, you do. You need a TV Licence to watch or record any programme that’s being shown on live TV, whether you watch it on a TV, laptop, mobile phone or any other device. This includes repeats of any programmes that have already been shown."

So the sky catch up is the "repeat" of the live show.

 Surely the dishless Sky Q won't have a satellite lead?

Not from what I've seen of QS150 on the German dishless Sky Q box, but I could be wrong.

Would seem strange for every dishless Sky Q box in the house to be permanently streaming a live channel using up bandwidth.
