If you have a Sky Q box then try connecting the app to it to see if it picks up your local ITV region. That apart I don't think you can change this but this is how it is. I don't get my local ITV region on 103 either.

I am getting the same thing. Last week it was fine no problem. looks like a glitch hope it gets sorted soon
